In its heyday, between the elimination of the galleys (1748) and the opening of penal colonies in Guiana and New Caledonia a century later, the Toulon penal colony was inhabited by 4 000 convicts. This fountain pays tribute to Toulon’s convicts, who were permanently chained in pairs, and included the famous fictional characters Vautrin and Jean Valjean.
